With decades of public service, Carol has fought for affordable living, safe communities, and economic growth that benefits us all.

As a City Councilwoman in Bellevue, Carol championed tax cuts that saved residents over twenty million dollars, fought against increases in the "wheel tax", and focused on ensuring a balanced budget that kept taxes low while providing critical services like public safety.
As a State Senator, Carol sponsored many bills to make Nebraska a more affordable place to live by reducing the financial burden on working families, seniors, small businesses, and veterans. She successfully advocated for no taxes on social security income for seniors, no taxes on military retirement benefits, no copays on colorectal cancer screenings, and a comprehensive overhaul of stroke victim care in Nebraska to ensure better treatment and reduce medical bills. She also sponsored the Prescription Drug Affordability Act, fighting against opposition from insurance companies and drug manufacturers.
Carol will bring this dedication to affordability, fairness, and fiscal responsibility to the OPPD Board and will fight to lower residential and small business electric bills, to make sure every day Nebraskans aren't footing the bill for big corporations.

Carol has extensive experience growing businesses in Sarpy County, and she understands the important role Omaha Public Power District plays in economic development.
As the Director of the La Vista Area Chamber of Commerce, Carol focused on supporting growth of existing small businesses, as well as attracting new businesses to the community. While serving on the Bellevue City Council, Carol focused on redevelopment and economic improvement efforts throughout the Bellevue area. As a State Senator, Carol championed legislation to cut red tape for small businesses and make it easier for individuals to run businesses out of their homes.
Carol understands that one of the largest expenses for both residents and businesses alike is utilities. As an OPPD Board member, Carol will work to ensure OPPD has low-cost, reliable power to attract job creators to our community.

As a State Senator, Carol authored legislation to ensure politicians face consequences if they dodge transparency and accountability standards. She was a champion for campaign finance reform, introducing legislation to shine a light on "dark money" political spending.
Carol has also been a persistent watchdog for holding big corporations accountable. She introduced legislation to hold the pesticide company "Alt-En" accountable to cleaning up its pollution that impacted residents of Mead, Nebraska, and sponsored legislation to prevent big corporations from exploiting the online data of Nebraskans.
As an OPPD Director, Carol will put people back at the center of public power and hold OPPD executives accountable to ratepayers.

Carol served on the Bellevue Public Safety Foundation Board supporting area police, fire and rescue for 10 years, seven as the President.
As a State Senator, Carol was a fierce advocate for service members and veterans, passing legislation to establish a Veterans' Program coordinator for the State of Nebraska, creating "Support Our Troops" license plates wherein the proceeds go to support veterans' services, and adopting the Purple Star Schools Act to recognize schools supportive of military families. She also introduced legislation to prevent discrimination against veterans.
Carol knows that providing reliable, safe energy is critical to the safety of our communities and our national security. As an OPPD Board member, Carol will work to make sure OPPD improves its track record on providing reliable power.
Carol has built her career on proving that good government isn't about slogans - it's about evidence-based decision-making, clear communication, and delivering results for people, not special interests or big corporations. Carol will bring the same independent, practical approach to the OPPD Board that she has brought to serving Nebraska during her span of service to the community.
